Council gives initial approval to NTN

ANDERSON – Business leaders and community residents encouraged the Anderson City Council to include the NTN Driveshaft project in the city’s redevelopment plan.
Council members on Thursday voted unanimously to include the Columbus-based company that plans to construct a $129 million plant in Anderson and employ 400 people.
In a second resolution, the council also declared an 80-acre site at the intersection of 73rd Street and Layton Road as an economic revitalization area.
The two votes were greeted by a round of applause from a packed council chamber where no one spoke against the project and the incentives being offered by Anderson.
In the near future, the council will be asked to approve a 10-year tax abatement for NTN.
The company hopes to start construction in Anderson this September and begin operations in April 2017.
Jim Riggs, CEO of NTN Driveshaft, said the company could have built a fourth plant in Columbus, but there was not the available labor force.
“We need a fourth plant where labor is available,” he said. “We want to hire people that will come to work every day, train and stay with the company.”
Riggs said the company expects to see the continued growth in the manufacturing of constant velocity joints as in the past. Currently the company provides parts to every automobile company except for Volkswagen and BMW.
Councilman Ollie H. Dixon asked about wages and benefits to be paid at the Anderson plant and if the company was non-union.
“We’re early in the process but will pay competitive wages and good benefits,” Riggs said.
The expected average wage is $46,000 per year including benefits.
He said none of the company’s plants in North America are unionized.
The city is offering NTN a 10-year 100 percent tax abatement, something that will save the company $15 million.
Greg Winkler, executive director of the Anderson Economic Development Department, said there is an incentive clause for the hiring of Anderson residents. For every local resident the company will receive 1.5 credits toward the 400 jobs by 2020.
Riggs said the company didn’t ask for the tax abatement, that it was offered by Anderson.
“We were looking at sites in Tennessee and Georgia and told Anderson to give us your best offer,” he said.
Councilman Rodney Chamberlain, who toured the Columbus plant on Monday with Councilman Ty Bibbs, said he was happy that NTN was looking at Anderson.
“This is an opportunity for our citizens,” Chamberlain said. “NTN has put money back into the Columbus community, something Anderson needs.”
Chamberlain said Anderson has to be competitive with other communities for investments and jobs.
Business owner Tami Rimer said she wants companies coming to Anderson to hire local residents and pay a fair salary.
“This company will impact other Anderson businesses,” she said.
Local business owner Ken Kocinski said not many towns get a second chance and Anderson needs one.
“It would be foolish to turn this company away and what may follow,” he said. “If you turn this away, we won’t get a second chance.”
John Paul, owner of Carter Express, said he was confident the trucking business will grow with NTN Driveshaft coming to Anderson.
“We need the infrastructure improvements at 73rd Street and Layton Road,” he said of the recent heavy rains in the area.
The city is offering NTN $30 million in incentives. In addition to the $15 million in tax abatements, Anderson will make $7.7 million in infrastructure improvements.
The Anderson Redevelopment Commission has agreed to purchase 80 acres for NTN at an estimated cost of $3.2 million and the company will pay $1.6 million for the site.
