Electra launches early works program at Ontario cobalt refinery

Electra Battery Materials Corporation has announced the launch of an early works program at its cobalt refinery located north of Toronto, Ont. The company says the initiative is part of Electra’s broader effort to support domestic critical minerals processing and battery materials supply in North America. The early works program reportedly includes targeted site-level activities intended to prepare for the restart of full-scale construction. According to Electra, the work is budgeted at approximately $750,000 and will focus on advancing the solvent extraction (SX) facility, a key component of the refinery’s hydrometallurgical circuit. “The early works program represents a critical step in transitioning the refinery site back to construction mode,” said Mark Trevisiol, Vice President, Projects at Electra. “By focusing on key infrastructure, particularly in the SX area, we are ensuring the site is ready for a seamless ramp-up as soon as full funding is in place.” The company says that planned activities over the summer include relocating and installing SX processing equipment, pouring reinforced concrete bases for SX tanks and completing structural roofing work on the SX building. Additional efforts will involve tender preparation and engineering support to facilitate a transition to full construction. These activities follow a $200,000 investment earlier this year in site infrastructure, including septic, power and lighting systems, as well as the delivery and placement of a prefabricated electrical house. The early works program is partially funded by a US$20 million award from the U.S. Department of Defense under the Defense Production Act, announced in August 2024. The project has also received support from Canada’s Strategic Innovation Fund. Electra’s facility is currently the only project in North America designed to produce battery-grade cobalt sulfate at scale. The company says it is pursuing hydrometallurgical processing methods and low-carbon production approaches as part of its development strategy. Following a temporary pause in construction in 2023, Electra has reportedly continued efforts to secure the remaining financing needed to complete the refinery. With initial funding in place, including contributions from both the U.S. and Canadian governments, the company is pursuing additional funding to support project completion.
